Question Outgoing Links are important ?
Backlinks or inboundlinks are most important in page ranking then how essential the outgoing links in page ranking? Is it improve link popularity? What about its anchor text?

"most important" is too strong a term. IBLs are more important than OBLs. OBLs are important from a sitewide perspective, as they help to position your site in its niche. Don't overdo them -- 2-3 links to authority sites will suffice.
